Like any other updates, this should help with optimization, but no where near PC or what it is hyped to be. DX12 is all about giving what console has to PC.
Spencer confirms multiple times it wont do much. Even MS engineers wont put X1 in the to slide when they talked about performance boost.
X1 has its own advantages, lets just accept its limitation.

They are customized, but overall, they are near identical from architectural stand point. There is nothing stopping from porting DX12 as DX11 was already ported.
As for PS4, it is not just edge raw compute. The ubisoft benchmark was actually rendering of in game moving models.

X1 and PS4 has same CPU and GPU. Literally identical cores. PS4 just happen to have more of them and thus stronger.
DX12 will mostly benefit PC, but any minor benefit to X1 will just get ported to PS4 anyways. Going off of what Ubisoft Dev said in GDC, PS4 has far more unlockable power to go.

There is already software, middleware exist to do this. Even Ubisoft talked about this.
