It's honestly almost too big a project. Remember the scope of all those prerendered backgrounds? If they don't make a ffxiii style corridor out of this game it could take literal decades to fully render all of that ground in 3d. We'll have to see what sort of balance they go for.
Were it nearly anyone other than squeenix or kojima, yes. Some developers are like authors who say they're working on that new book for years in a row when they really kind of aren't.

Sony didn't want third party on their floor due to the musical chairs-like style of their presentation. Also playstation doesn't have a wallet like microsoft really because they have the rest of sony and now kojima to fund. Microsoft still hasn't gone all out buying studios and games...
