The game only takes place like 10 years into the future. Don't hold your breath. Plus this is hardly "SciFi". A lot of the technology shown in this game already exists in some form.
That said, I can't blame you for hoping.

Yes Cole has a brother. But there is no evidence that he was a conduit or anywhere near any of the action throughout the game so he wouldn't have been exposed to anything involving conduits. He's most likely just an average human.
I can almost guarantee we won't see or hear from Cole's brother in any future release. That doesn't matter though, because I'm pretty damn positive Cole is still alive.
