I only game on Playstation and was jealous of this game. Sure the protagonist was goofy, but it still looked good. If all the new IP's were canceled or ignored by the Xbox community, you are left with Gears, Halo, and Forza. OH, that IS what's happening!!

Yeah, I didn't buy one at launch because of the memory card prices. Eventually the addition of Vita games added to Plus pushed me to pick it up though.

I think you are reading too deep into what was actually said. Should he have said PSVR is perfect and it is the only HMD we will ever make?
Technology has a starting point and then it is improved. This is the starting point for VR on Playstation and you are welcome from those of us who bought it so people like you might get a chance to experience it as well.
Of course I don't know as it was an open ended question. But if we don't know how much the game cost to make, then how can you declare it a flop? Even if nobody else buys the game from today on (which is not going to happen because it didn't even release on Droid) they already have made money on this game. Hence, why it is not a flop.
It doesn't matter how many people tried the game. It matters how much the project cost and how much the project made.
It could be a combination.
The game was announced in 2014, since then MS has changed their direction with all games being available on Windows 10. This could have thrown many wrenches in the development and timeline.
We don't know yet.
