To me it was a pretty mediocre but well executed game, a solid 6 or 7. It does a lot of things (stealth, melee, survival, sandbox exploration, shooting, hordes, survival, cinematic storytelling ...) but it doesn't go particularly deep in none of them, the stealth is basic, the melee is just buttom mashing, the world is pretty empty, the hordes are underused, the gunplay doesn't feel particularly great, the survival is very basic... jack of all trades but master of none.
It's kinda bizarre what gaming journalism has become
1 Bad writing, the main quest is terrible. The sense of urgency of the story is at odds with the open world nature of the game

3,1,4,5 to me, never played 2. 5 gameplay is amazing but level design was really disappointing to me, just a bunch of plain arenas, the story felt like a worse written rehash of the 3rd and the charater models looked weird ( specially the ladies ). Another problem with 5 was that there was not enough content for 3 charaters so I could never really familiarize with any of them
This was a surprisingly refined action game, the boss variety blew my mind
The first game combat actually gets too easy once you get good at parry and riposte, if anything it needs a little more complexity at high levels.
I think a lot of people dismissed the game at the beginning without understanding that you're not supposed to get into fights until latter in the game after receiving training and getting decent gear ( it can take hours for this to happen !!! )

I would love the classic fallout games on console. Closest I could find was atom rpg, I liked that one a lot

Very true about cost, roguelikes are probably also a nice way for beginner developers to learn and gain experience. I disagree with procedurally content never feeling samey tho, even the best examples of the genre ( skull, gungeon, brotato, dead cells, wizard of legend...) eventually run out of things to show and become a chore to me.
I'd rather spend 10 hours in a memorable hand crafted metroidvania than 100 in a roguelike, there's too many competent games to expe...
