This cross buy scheme is more of a first party thing. Microsoft can afford to do that as they own both Xbox ONE and Windows 10 platforms.
No one else would dare to pull of such a stunt across PC. They would have to deal with STEAM instead.

Windows 10 + XO (Windows 10 device)
You also need Windows 10 for DX12 games.
PlayStation is what keeps Sony afloat, their bread and butter. They can't afford to pull off stunts like MS is with their Windows 10 ecosystem.
You'll always need a PlayStation for in_house Cooked baked and fried games.
I don't understand how anyone can be upset that more people can play a game.
