That's not going to happen. Seeing as Microsoft already said frame rates will be the same for Xbox One/Scorpio. Forza Horizon will be 30fps until OG Xbox Install base dwindles. It has to be "fair".
More likely because the majority of the games they've released on PC have had technical issues. Demos would prevent people from being early buyers or buyers at all.

How can you tell the framerate is "chugging"? You're watching an off screen 30fps captured video of a game targeted at 60fps.
It's nothing like COD, not sure what you're on about. If anything it's the most raw, barebones shooter we've had in while. The beta got more hyped than ever.
