I dont really have a problem with No scoping to be honest. If you have an assault rifle and you get beat at close range by a sniper its your own fault. Plus funnily enough bullets at close range fly straight unlike a COD sniper rifle.
Quick scoping on the other hand if BS. You would have to be pretty strong to lift up a 50 cal in under a second, line up and take a shot.
Just make it so sniping is fun, quite realistic (like BFBC2) and satisfying.
