The director already said that game will have around 30 characters.
EDIT: They think its 20 because they excluded the uppermost and bottommost row. From that pic, I think there are four columns and seven rows which makes a total of 28 characters. Maybe the remaining two are the bosses, one from Capcom and one from Marvel which makes a total of 30.
