That looks like the PC version.
Unless the Batmobile is not on consoles the game is still disappointing, no matter whether you play it on consoles or PC. PC version after the recent patches runs fine now provided you are not trying to run it on a toaster.

Rest of the requirements are extrememly low so it appears it will be very well optimized. 8Gb of RAM is nothing these days. Almost everyone has it. It costs like $40.

The other hardware won't run the game at above 1080p or 30 fps. If you want to play the game at high resolutions (1440p, 4K etc) and 60 fps and above you need more RAM, CPU & GPU performance.
In 2016 if you don't have at least 8Gb RAM then you probably should not be playing on PC or current-gen consoles.
8Gb of RAM only cost $40 these days.
This is pretty much a UHD remaster. Gonna replay BioShock again with this mod at 4k/144fps.
PC has twice as many good exclusives than all current-gen consoles combined.
