That's a good question.
My first thought is that the 8 cores are not utilized for the following reasons.
A- It's a cross gen game so devs can be a bit more lax.
B- It's barely the first year.
Most of the time, I would think it would be A.

I don't think it's logical to say it's a conspiracy. This has happened twice now and both times, MS has had an exclusive marketing deal with the game.

I think that if PES can't reach 1080p on the XBO without MS' help, a more demanding game running at 720-960p would not be that surprising.
The same thing happened with Tomb Raider DE. They aimed for 30fps out of laziness, but realised that they could get it to an unlocked 60.

I think that a May-June release is possible for Japan and maybe a July release date. The game is getting a demo in March and showing up at Jump Festa.

The guy had a DS4 in hand. Not to mention the few aliasing issues and slight frame drops as well as the fact that Tabata says the game's graphics will improve by 20-30%, it's definitely PS4 footage. Native 1080p is also kinda guaranteed.

At TGS they were using a DS4 controller (PS4 dev kit) and this is the Luminous Engine 1.4. By the time the demo releases, the game will run on Luminous 1.5 and by the time the full game releases it will run on 2.0. So you can expect even better graphics than this at native 1080p on PS4. SE knows how to do their graphics (:
