I don't think it needed to be that high end lol bethesdas's vanilla game coderarely demands the absolute cutting edge. That said when it rubs and isn't a buggy mess (like it usually is at launch lol) I do enjoy their games, one of few developers I will just ignore some bugs that in other games that aren't as good would be far more annoying.
It's not even ISP's being obtuse like without a complete overhaul of the network in every country there just wouldn't be enough bandwidth....

I have ps now beta and imin uk and have fibre otic high speed internet. Now I'm just saying but.... streaming might be an option for some but it's not taking over from actual hardware anytime soon. It's just not, the service does a good job of lowering textures resolution and overall picture quality if your internet speed fluctuates slightly but it really takes very little to cause lag and kill your game. Actually I've played many many hours of this game and I have to say I usually don't get involved in th is crap but there is a slight difference since last patch. The pop in which was minimal has gotten worse in some locations draw distance is reduced. Also kill animations seem to not be activating as often another glitch I presume. Actually DK2 many developers have said they will still get better over time (most recently the witcher 3 developers who said if they could achieve what they achieved now, then in a year or two they were excited to see what they might achieve.) because yes the architecture is x86 but 8 cores is something few developers usually work woth so their tools for that can be further improved and the gpj's whilst familiar are still custom and therefore have custom tools that will be improved with ...
