It's because one of the selling points for consoles has always been the "convenience" of just putting the disk in and getting down to playing right away, not sitting around waiting for it to install before you can start enjoying the game.

For the combined cost of a PS3 + 360 you can put together a gaming PC that beats them both hands-down and will last you a few years. ;)
