The amount of money it takes to develop a game on the PS4 vs the PS2 is massive. The art generation for a game like Red Dead Redemption 2 or TLOU2, makes Shadow of the Colossus look like a student project in comparison. Theres a reason a publisher would rather spend 50million on one game rather than 10 million on 5 individual titles.
Complaints about The Order were far more nuanced and plentiful than just linearity. You didn't mention the dull characters, basic story, insulting simple/boring stealth, and the worst boss fight that they put in the game multiple times in case you forgot how awful it was.

Buying studios is NOT a new thing, and its not exclusive to platform holders. Shaba games made an okay Skateboarding game for the PS1 called Grind Session. Activision bought them and promptly turned them into a support team for Tony Hawk games, and then closed them in 2009.
