Well, when Sony offers to help promote your game to their fan base that's proven more accepting to indie games in general, gives you a dev kit when Xbox wouldn't, and helps you along the way; it's a done deal.

Based on my personal interactions with Adam Boyes, Brian Silva, and Shahid Ahmad; I've always suspected that they were pretty easy to work with.
These devs, and many others, confirmed my suspicions.
It's completely real, they said it was a preview right now, and that it's not exactly easy for indies to use it atm. They will get more devs to use it, and make it easier to implement down the line.

Secret Ponchos was on the main stage during PlayStation's E3 press conference last year, and Sony PR has been promoting them for some time now. Most people that are interested in PS4 know what this game is by now.

I was pretty convinced this was happening. GDC is a great place to reveal the tech because they'll have access to the devs that will work on it on-site.
It looks heavy. If it's to be comfortable over long periods, they'll need to make it less bulky. There's going to be support for personal headphones, so it will be interesting how that works as well.
