Well...Emotion is a broad spectrum. For example, Portal 2 was funnier than any film that came out last year and looking back now, it's still funny as ever. Fallout New Vegas when Rex died...I teared up considerably because it was my fault for putting my own needs in front of that dog dammit! Games, like any other medium can instill strong emotional responses, it's just less common in video games than in film. That's all.
