Woah! Misinformation central! Yes, the landscape IS last gen. It's merely the level geometry and textures from Zanzibar in the Halo 3 engine. Notice the Chief and Warthog models, which look much better.
These are over a year old! They were taken from a powerpoint by Bungie called "HDR The Bungie Way", which can be found here, sans the Halo 3 screens (these are actually leaked screens):

These are framebuffer grabs. There's been no AA applied to them yet.
The framerate didn't have any issues. It was smooth as butter. What you guys are seeing is either the result of an underpowered PC, or poor encoding.
I made a version which is 100MB, deinterlaced (makes it much smoother, gets rid of the framerate problems, and eliminates all of those annoying lines), re-encoded, and without the audio. It looks a thousand times better than the version above. Here's the link:
