Yeah perma bans are that way across services. The distinction I meant to make was banning an account vs banning an account from online services (while retaining content) vs banning a console.
Certain offenses can enact one of these, but you can be restricted in different ways other than a loss of content.

I dont believe you lose access to any of your content if you're account is banned/ temporarily suspended from Xbox Live. You just cant play your games online of course. The only time you'd lose access to your content (console ban) is if you do/repeatedly do major infractions:

The news here about Valve adding this in their Steam API would make it more intuitive and easier for developers to implement the feature for their games.
