Its being done by patch so that everybody (including non-DLC buyers) can see the weapon in action when their opponent or team mate has them. This doesnt man you have to buy it before you can use it though.
But if it werent done by patch, how were you able to see the weapon in the hands of an enemy?

This could work great for games that have amazing intro's like The Last of Us. But some games take a while to get good. Didnt PS+ give Free Game Trials that allowed you to play a few games for an hour? I believe it did on the PS3

I know right. I always see a sports car driving around. I used Icenchanger once and its not a good as the video shows. Only a certain time of day look good. Lets say that 3pm looks pretty good. Then once it hits 4pm the colors are just out of place and weird. Icenhancer doesnt even look as groundbreaking as the videos are trying to prove.

Actually Texture Quality wouldnt be an issue aswell.
In pretty much every game textures are made in an extremely high resolution at first. Kind of like a raw image. Then its down-scaled to make it work better with the game (performance wise).
