I disagree. Many of my favorite shooters barely had any main character development at al (Doom, Half-Life 2, TimeShift). It's not an important element for a single player game perse, it really depends on the style and genre. For an RPG of story-driven game? Yes absolutely. But a run-n-gun FPS? Nah.
In the end, most of us play games for it's gameplay. I look back at my favorite games thinking ''Man, that was fun!'' rather than '"Wow character...
