As you said yourself, it takes years to make a game. What makes you think MS doesn't have any projects commissioned when Phil Spencer took over? This is about the time MS would reveal those projects. E3 is going to be killer with lots of information ...

Except the narrative in the comment are different. MS needs to be worried about Sony, but Sony doesn't have to worry about MS. Reality is that, I hope MS is keeping an eye on Sony and one-upping them every step of the way. So far Sony denied EA Access, cross-play with other consoles, mods (then caved and gave you super light mods) and so on.

Sony is on top of a shrinking hill. Both Xbox One and PS4 sales has declined this year. All the while, PC is the biggest it has ever been!
Sony is already overconfident. Did you forget lack of crossplay with other consoles? No EA Access? No modding that turned into extremely limited modding?
So to answer your question, MS is worried about MS i.e. they are trying to release a new monster console. In 2016, MS saw Xbox turn around point, and in 2017 it is the start of them competing on more even terms without negativity (well at least not elsewhere other than the cesspool here and on Gaf).
Sony on the other should be worried, as they saw their monthly sales market share significantly decline with a full frontal assualt of newly released console, newly revised cons...
Even this site is starting to change, and acknowledge that the Xbox is awesome. You can see that this type of biased BS comment typically gets massive agrees on this website, now tracks almost even. Sentiment on Xbox is definitely changing, and I think 2016 is the turning point, and that 2017 is the rise of the monster!
Scorpio is also MS fourth console, breaking the third console curse. XD

That is what MS is doing it with Xbox Play Anywhere. It certainly is consumer friendly, instead of locking it behind a device and walled garden.
It is therefore ironic that some consumers resist this idea instead of praising it.

The frank answer is that, only fanboys would tout that outlandish claim that all games on Scorpio will be 4K. Even Xbox/MS/Phil Spencer has very clearly said their aim is 4K power on current games, so if you do a lot more than that, then the resolution will be lowered. That is obvious, and the only slap here is to the people that cared about it one way or the other.
If you are PS4 fanboy, you will feel hurt by the fact that your favorite hardware no longer is the best that ...
Is there any game on PS4 Pro that is not a remaster, and AAA that runs native 4K? Doesn't even need to be 60fps?
That trio is killer! Especially Gears. It is a beast!
However, right now I'm more excited about Crackdown 3 with cloud powered technology. Games that cannot be made with just a single device, not even with the immense power and resources of PC. That will open a lot of doors for new type of experiences.
You are not. There is no reason for MS to make a big splash of them cancelling a game. When MS was asked, it was promptly answered that it was. Typically we hear from the developer that the game is cancelled first, not the publisher anyhow.
What does it matter anyhow? The game is cancelled. Done, end, finito.
That is from a press release intended for investors. You don't lie on those, so good for MS/Capcom.
