That's not exactly true his most PC gamers play very close to their monitors, whereas console gamers are typically further away. I can very easily tell the difference between gaming in 720p and 1080p on my 21 inch monitor.
Remote play on the Vita is decent, but the reality is I'd much rather use one of the new Z3 range with the DS4. Some PS4 games play just fine with the Vita's control layout, but others suffer really badly. The prospect of playing on a larger and higher resolution screen with the DS4 is just a much more attractive option to me.

Good luck finding that out. If MS had funded development, this would have been announced as an exclusive at E3. It's clearly a recent deal.
