just like dumb kids on a classroom hold back the difficulty level of the assignments and tests, they don't really hold back the smart kids who can manage to flourish on their own
like I wrote before, most developers don't have the time and resources to produce two different versions of their MP games, their budget allows them to produce one and then copy/port it
with that in mind to which console's limits are they going to stick by? to the most powerful one and then heavily modify the port so it can run on an inferior console?

the game is brilliant but it does have a sparse, almost absent story and some small tech issues so I wouldn't give 97 or 98 but 94 is perfect

I played it twice, first time it took around 5 hours and a half with is kind of short but not unusual for today's standards, COD WAW single player lasts about the same
second time I played it skipping the cut scenes and I beat it in 2 hours and 20 minutes
