The engine it's running on isn't even complete. Same Reason the UE5 nanite demo ran at 1440p 30fps. When the game actually comes out it won't be running at 24fps. Hope that answers your "why"

Compared to the Hellblade 2 Trailer which this article confirms to be running real time "in engine." (Using game assets of the engine, not just a pre rendered video.)
