Why wouldn't he say that? That's like Sonys CEO saying Last of Us is the greatest next PS franchise or Nintendo saying Zelda is their most beautiful game.
It's not like it's gonna look a whole different either way so why not go with the larger audience.

Third person shooter and zombie survival, not really new, fresh, or original ideas especially when they are sequels. Sea of thieves, while a new spin on things, is still a pirate game with cartoony graphics. Now name some new games besides those in future comments.

Definitely sell better on PS4 and Switch would be a maybe since it would be a big game for its library. The first Bayonetta did okay at best for a new IP. But this is a different gen with different set of gamers. If I was a third party developer I wouldn't want another game on a console that cancelled a different one.
