the sale prices on steam are decided by the developers, steam doesn't decide the price, you'll find bargains on both PSN & Steam, but there is one big difference, sony has a massive catalogue of games that it alone decides what the price will be at any given date

I'm pretty sure this will catch 99% of the dips in any game, sure there might be games that drop down to 43-45 fps but its going to be rare on the beastation 5
