Correction: Both Insomniac and Sucker Punch are not 3rd party and definitely not 2nd party. they are Independent. They just have really strong ties with Sony and their system. but they are far from being 2nd/3rd party.

They barely made a dent in japan. Microsoft had to make up a shortage excuse for september because Infinite Undiscovery comes out that month in japan. then they'll do another shortage when The Last Remnant comes out. [and for a shortage they still managed to sell 3.8k system this week]
Also, Tales of Vesperia on M-create list has dropped out of Top 10 spot. It's sitting right now at #21 [#11 last week. First week was #4] I highly doubt the game is in shortage too ;)
UK PSN does have The Last Guy full game up actually. for ₤4.99
