PEGI would allow Manhunt 3, BBFC is no more since PEGI replaced them for game rating in the UK, no idea what the ESRb would do.

ESRB is quite strict when it comes to sexual content. PEGI is OK, not sure about ACB since they JUST got an R18 rating, CERO not sure also since I don't know much about how strict they are. USK should be OK also since they hate violence a lot more than sexuality.
