30 fps is fine especially when is locked. The game was a broken buggy mess. Constantly crashing, drop fps to the teens missing graphical effects that were present in the console version. The PC version is an unoptimized mess. Sending a game back just cuz the fps is 30 is a complete waste. Sending it back cuz it doesn't work totally justified.
That is a completely different reason. That game is bad on PC cuz 12 people worked on the PC version.
