Maybe because MGS1 is a PSX game there would be no point in making it HD if the textures are just pixels.
Maybe if they ported MGS1 Twin Snake from gamecube it would work but the original MGS1 game is totally pointless to make HD.

Visual downgrade? Imo he looks wayyyyyy better than he did before, he looked like he did in peace walker, a crusty middle aged man. Here he looks youthful and the best look was him in MGS3.

Thats what I didn't like about Saints Row 2 the graphics sucked. I'm not a graphics guy I love the gameplay but I just couldn't get into that game after playing GTA IV.
