As far as I know voice acting takes the least amount of time to do, plus the game probably won't release until 2012 so I think 7 or more months is plenty for ol'Quinton Flynn to do the voice for Raiden.
Hayter is different he's a much bigger voice actor than Flynn. If Quinton Flynn made an announcement that he would be working on a NGP/PS3 title, nobody would give a damn.
