Chances are they did this purely because the offline update is an absolute last resort. They claim that they're prepared for the onslaught tomorrow, I'm not convinced but they just may surprise me.
I also can't help but to wonder if perhaps, those instructions inadvertently gave coders backdoor access to run unsigned code? Who knows.
