Well if this tech report means anything, then the PS4 could easily obtain gesture support via libDepth and it's stereo camera.
In other words, it could be made to do everything Kinect can do.
But unlike Kinect, it would take no CPU and only 1.5ms of GPU per frame. It wouldn't need an IR blaster because it can see in only 10 lux, so it could practically see you bathed only in the light of your tv screen.

I <3 QD but Cage needs a new writer. He just can't write interesting characters. Heavy Rain was awesome but that was in the plot department. Beyond was OK but I never once felt any sympathy for Jodie, so something was wrong in there.

Given the quality of games we've seen on PS4 and those lying ahead, a blind monkey could see that it is the superior hardware and coding environment among console games.
Therefore, when a multi-platform game looks/runs better on any other platform ( except PC ) then that is the fault of either inept; lazy; or hurried developers who did not care to optimize for the superior platform.
Say, for example, developers who believe in Parity.
