The fact you're missing is Xbox is profitable unlike those. You don't have to finish 1st to make money. Xbox would've been shut down otherwise. MS rakes in over 2 billion off gold subs alone. This is why they're focused on active users
I can tell you, not everyone buys for exclusives or even play exclusives. I know COUNTLESS ps gamer that don't own a single exclusive and if you were to ask them "you have bloodborne?" or "you plan to buy Death stranding?" They'd have 0 clue what you're talking about.
