No it doesnt. No Forza game is rated as high as GT1 or GT3 and GT6 outscored FM5.
I was disappointed by the lack of real time dynamic changes. Even without them night racing looks low res and heavy rain has shockingly low detail on cars.
When they say that games are "made on PC" they actually mean all the assets (graphics, sounds, animation, etc). The actual game code is written for the platform they intend to release it on.
If its a Playstation exclusive, all source code will be meant to execute on a Playstation, not a PC.
In this case, the lead code was for PS4/X1 first and then ported to run on PC.
Its more like Twisted Metal on foot.
You will also save a lot of money on salt it seems.

Something tells me you werent even born yet in 1996. Uncharted is nothing like the original TR. But the new TR is a lot like Uncharted.
Its not dynamic? That would explain why the lighting looked baked at night. A shame. Rain particles seem to run at 30fps as well.

I got some hands on with it and was def impressed by the solid frame rate. However the sacrifices they made to achieve it were very apparent. For example, the rain particles on the windshield run at 30fps and can be a little distracting. Also the LOD on car models are seriously toned down even if theyre just a few feet away from you.
Maybe theyll work on that but 1080p60fps with all those features would be too ambitious.
