I partially disagree with you on that. For the most part, halo did that in previous games and did it pretty well. It worked because your rank gave an indication of skill. In CoD on the other hand, your rank is just a number. If they do it across the entire game, it would take forever to find a match. I play with a lot of different people at very different skill levels. I don't want to take 10 min to play a 5-6 min game. I like the idea of league play so you play with similar skill levels ...

Ok let's be honest here. Resident evil is NOT scary. It can be intense. But not scary. The reason it might be "scary" to someone is because the controls of the old games were crap. You realize if someone is in the market for a system that's most likely 2 years before we see those consoles. You kow they won't be release in any part of 2014 that's isn't the last 4 months of the year. Why wait that long with the price they are at and the selection of games available on all systems. Doesn't make much sense to me. But then again neither does waiting this long to get in on this generation of systems.

I don't think the developers thought the series is getting stale. Every game they look to improve on what's already there. These changes aren't major.
