If anyone has seen the ads on TV, at least the ones I've seen, there is no way known you'd know Halo Wars was a RTS.
And frankly it is strategic marketing by Microsoft. Previous Halos are FPS and highly popular. Slap a Halo tag on a RTS and don't show footage and people will buy it thinking it is a FPS.
