If you actually read the article you'd notice that it states the game runs at a rather consistent 40fps, which dips to a minimum of 30 fps when there is a lot of action onscreen. Standard fare for the majority of games this gen, and less than half look anywhere near as good a Starhawk does.

Disgaea is a turn-based strategy RPG that revolves around a hub where you do your character maintenance and shopping. Hundred Cavalrymen on the other hand is a top down open world action RPG much akin to an early day Zelda, or Skyrim if you're too young to of played those.

Sony is the only company left that fully caters to the needs of the core gamer. Without them the gaming landscape would be dire indeed.
So no, the sheen is still there just not as prevalent in the mass media i.e the non-gaming press.
