That's just how AMD smart shift works. It adjusts clocks as needed, several times within one single frame. It has the ability to continuously shift power between multiple components. It has nothing to do with thermal throttle or the likes.

Yup. My TV does 120hz at 1080p. Seems like a fair compromise. These machines don't seem overly eager to pull off 120 at a much higher res anyway (unless it's a title with more simplistic visuals. Either way, I don't really care. 60hz is perfectly fine with me
