It's not so hard to make a 60fps game, you strip down the effect one by one until you reach 60fps, however adding effects to make it looks relistic requires real talents.
Driveclub has the best weather effect, lighting, dynamic day to night transition, car model. While forza 6 has the best puddles
Since price drop is their only hope to gain market share in Japan, I doubt they will raise again.
