It surprises me that no one, at least that I've seen, has addressed this.
IIRC, most of the GTA V gameplay analysis videos note around 18 or 19 online players, at the very end of the 1st gameplay video with Online teaser.
Now, it's official 16-players.
Were all the breakdowns wrong, and miscounted by 3-4 players? Or did R* seriously not have a confirmed player-count two weeks before their official Online reveal?

In British Columbia, starting in September there is a petition to have a referendum on legalizing pot. The official petition only need 10% of registered voters to go to referendum. And it's estimated that 75% of BC votes do not support the current laws - so we'll see soon.
