IMO, it's got solid mechanics and visuals let down by very poor mission structure variety, wtf loot drops, and apathetic storytelling. But they improve on all of that, it'll be a solid game.
I believe a ton of the restrictions are result of the Chinese government.
Not to mention the immense piracy issues in the country.
apparently, because the Chinese gvt has banned windows 8, they were still wary of the xbox one and had last minute questions regarding xbox one's use of windows 8. But I imagine Microsoft talked with them asap and got it resolved.

The game simply under-delivered. We can't speak about the flaws of a game so the developers can improve upon them?

Because the reputation of windows 8 has been tarnished. No matter how much they improve that os, most people will stay away from it because of the general dislike for windows 8. Hence, they're starting clean with windows 9.
This game just screams fun. Just a little while longer now till I get my hands on that white x1. XD

Halo 5 was not delayed.
Halo games always have a minimum of 3 year rev cycles, Halo 5 was never announced as a 2014 game, and releasing the MCC IN 2014 was their plan from the beginning.

You really just have to think about it.
If Microsoft is perfectly ok with people monetizing games from their game studios division (halo, gears, forza, fable, etc.), why on earth would they be opposed to minecraft, a game with an especially monstrous youtube following.
Well, I imagine developers do everything in their power to ship a bug-free game and whatnot. Developers are always going to miss a bug or glitch they didn't catch prior to making the game go gold, so those sorts of patches are just fine.
And I believe the day one DLC for Forza Horizon 2 is free DLC (the free 8 cars you get when you get the game at launch).
It's not as if the game is incomplete or anything like that.
