Milking is when you constantly pump out game after game in a franchise and the quality dwindles down significantly. Gears has yet to suffer from that. Want a perfect example of milking? Take a look at the mario franchise: an insane amount of games, yet around half are mediocre, judging from metacritic scores and user reviews.
Honestly, if the gamers enjoy further installments, what's the harm? They're just making the people who like those franchises happy. It' simple: if you want to buy it, buy it. if you don't want to buy it, don't.
Gears of War GI covers have always been great and these don't disappoint. Although I'm still curious as to what the game will be about. Monday isn't too far off now.

I would've easily jumped on this deal to gift to my nephew, but, alas, I live in the US.
People who enjoy Halo will get a 360, people who enjoy ps3 games will get a ps3, people who enjoy games on both platforms will get both.

Well, when quality matches quantity, then you really can't call something "overmilked." Look at the mario world for that.
If the people who love these franchises are enjoying further installments, I honestly don't see any harm. If you like it, buy it, if you don't want to buy it, then don't.
Has it ever occurred to you that maybe Epic, the company that makes and owns the right to the Gears of War games, are the ones that want to make this game and brought it forward to MS for approval? It's not as if MS has direct control over this franchise. Epic probably want more sales from their franchise and, thus, are making a new game.
