No. The higher the framerate the less blur you get. In real life our vision does not blur, the higher the framerate the crisper and better looking the image will be.

we will never hit a graphical wall, we may end up with photorealistic realtime gameplay but we will always improve on how many polygons can be drawn, enabling farther draw distances, more enemies on map, bigger resolutions, more displays, etc
