Cryengine 3 is a DX9 console engine that can be easily ported to PC. It's sole purpose was to make games for the consoles with super duper quality in mind.
The DX11 in Crysis 2 is stapled on and is not that great. So therefore sure the PC version looks better not because of the DX11 but because the PC has more power to display more richer and colorful textures plus better physics PERIOD If the PS3 had more ram and a real GPU then there would be no difference.

Crysis 2 DX11 was duct taped and super glued on. Not really a major improvement. 5 and 6 years into the Dev cycle of the consoles Crytek makes a really good DX9 engine. If it was DX11 from the ground up it would really look better.
Usually I avoid the HHG like STD's but since Fatal1ty was on it I was forced to watch.
Only thing smart HHG said was when he suggested Fatal1ty give COD some help because BF3 is about to whoop them, other than that typical HHG stupidness along with his belt and cheap bracelet that fell off during the interview. HHG actually asked some relevant questions but spends way to much time with the stereotypical theatrics.
