First off, graphics should be your least concern regarding a sandbox game.
Second, Blu-ray has nothing to do with it. There's many games on the PS3 that were made for blu-ray that do not look that great rofl.

In terms of User content yes.
In terms of graphical quality, framerate, tearing, AA, etc... NO. Even EPIC stated that it looked nicer on the 360. And no he did NOT say that. He even stated that there was so much more he could do with the 360's technology.
