I don't see any differentiation, besides PS4 having more exclusives, and better performing multiplats. PC is the definitive experience for gaming because of Steam. Xb1 will only be limited to the Windows Store, which are fill with crappy mobile games for some reason.
If NMS is a megahit, don't expect a Xbox 1 release. Just telling you now so you won't be disappointed. Sony will buy the IP or the studio.

6Tflop would price the MS console above $700, which no one would buy.
I really doubt Xbox would have a 6Tflop gpu, since a Titan X peaks at 6.5Tflops. Won't happen, but a 3-4tflop makes more sense to me.
Skyrim on my PC takes only 3 sec loading screens, and it's only mid-range.
