Cut content is cut scenes that are missing that SE already acknowledge. Shiva's snow region and tenebrae would be playable.
Or you can take every trailer and see that 90% wasn't even in the game... Basically 1 scene of Luna is in the game. Everything else is cut.

No, the game is not on rails in the 2nd part. It becomes linear like how the psx FF was "on-rails" the whole game.
