1. It's up to the developers on what resolution & frame-rate they want the game to be.
2. Personally, i do not care about 4k. I would rather have every game to be made for 1080/1440p and 60+ frames.
It's not hard to get high viewership if they get/give sponsored streamers the chance play the game, and also the fact that the only way to get into the beta is to watch the streams, which literally every popular streamer has dropped enabled.
It only has so many viewers because people want the chance to get a beta code.

First 2 years of consoles very rarely use full potential of a console anyway. Since the games were in development long before specs etc were confirmed (series x, ps5 etc), they were just based on what they think it will be and will configure/optimize the game when the official specs are final/known.
