They charge $60 because of the budget behind the game. It doesn't matter whether a game as little of lots of gameplay, you are still having that interaction with the game yourself. It is not a movie where you just sit and and watch
Developers can do whatever they want and no one is in position to tell them what to do or how much their game should cost. They are not using your money to make the game or your time. If you don't like it, don't buy it!
Why you keep mentioning UE4? Even phones run that engine. It is nothing special. Besides, that does not guarante a game could run just fine on Switch
